One-Punch Man collaboration is already live on SEA Server this morning. From the description itself, most of the card are usable for the PvP content, but some also good for the PvE content like Saitama (Soul) Card Day (Accessories). You can obtain them by buying the ONE-PUNCH PASS event Association Hero Pass for free if you already hit the lv80 Pass. 

How to Get Free OPM Card

You can easily level up the ONE-PUNCH MAN Association Hero Pass to lv.80 if you doing the One-Punch Man daily quest. Then if you already level up the pass, you can get Blue OPM Card for free! Here’s the effect for the blue OPM Card :
